I’ve downloaded your solution to a flash drive so that i may try it on another computer. The bug is so awful that it won’t allow me to switch users either1

The program sets the registry entry
    HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System\DisableTaskMgr
and another one which enforces an unreasonable user quota, so you can’t log off without first deleting the vast majority of your user directory.

User regedit to get rid of these entries (You can just delete them, or set them to zero) and you’ll be able to run task manager as well as log off properly.
