PC popped up and closing it left me with a black blank screen. Since I could get to the user log in page, I restarted and logged in under a different user account. This time I was able to load windows. Logging in under a different user account might be a way to get windows to load when the safe and normal modes are blocked this way. Even if you don't share your computer, it's a good idea to set up another user profile with full administrator rights - just in case.
